Lilit Minasyan is a partner at "PHP Partners" CJSC and heads the audit services. She is FCCA qualified and has knowledge and experience in the field of public financial management.

Lilit was the key expert for all three projects within the framework of APSAS-based accounting in municipalities of Armenia and supported the transition to APSAS-based accounting in 10 municipalities. In addition, this framework included the development of a methodology for preparing consolidated financial statements and the preparation of consolidated financial statements for two municipalities, which included a virtual institutional unit, a non-profit organization, and the municipality staff.

Lilit has played a significant role in the field of state external audit reforms in Armenia, engaging as an expert in the World Bank-funded project to develop, implement and operate a financial and compliance audit system in the Chamber of Audit of the Republic of Armenia (the Supreme Audit Institution of the Republic of Armenia), in accordance with INTOSAI standards.

Later, as a key expert, she assisted the Chamber of Audit in audit assignments that were carried out in accordance with INTOSAI standards.

She also played a significant role as an expert in the development and implementation of the Internal Audit Methodology program.

Lilit has extensive experience in auditing projects funded by the World Bank, the UN and other donor organizations, conducted in accordance with International Standards on Auditing, as well as micro-assessments and on-site verifications of financial management systems of UN-funded projects in Armenia and Georgia.

She has also conducted various training courses on APSAS, INTOSAI standards, and internal audit standards.
