Hovhannes Petrosyan
Hovhannes Petrosyan initiated the establishment of "PHP Partners" CJSC, is one of its founding shareholders, and is the company's director.
Before founding PHP Partners CJSC, Mr. Petrosyan was a senior manager at KPMG Armenia CJSC, where he headed the accounting and advisory services department.
Before joining KPMG Armenia, he headed the General Department of Accounting and Audit Methodology at the Ministry of Finance and Economy of the Republic of Armenia. In this role, he directly led the development of the RA Law "On Accounting," as well as other accounting system reforms. Specifically, he led the development of theAccounting Standards of the Republis of Armenia (ASRAs), the chart of accounts, templates of financial statements, and other legal acts that regulate accounting in Armenia. This process essentially laid the foundation for Armenia's adoption of the accrual basis of accounting in legal and institutional terms.
Mr. Petrosyan assumed the role of the local team leader in the projects of "Full pilot testing of public sector accounting standards and manual and development and implementation of automated accounting system advisory services International Public Sector Accounting Standards Strategy 2" and "Support to the Government of the Republic." Through these projects, Armenia essentially created the legal and institutional framework necessary for adopting the accrual basis of the International Public Sector Accounting Standards (IPSASs). These initiatives' innovative nature made Mr. Hovhannes Petrosyan one of the founders of the Public Financial Reporting Framework.
He led the Armenian translation of the International Financial Reporting Standards (IFRSs) and the translation of the IFRS for SMEs. He gained significant experience within the framework of the adopted financial reporting standards.
As a key expert within the framework of the World Bank's STAREP program, he developed the draft RA Laws "On Accounting," "On Auditing Activities," and "On Accounting Regulation and Public Oversight." These laws are of cornerstone importance in the accounting and auditing professions.
Mr. Petrosyan has participated in working discussions within the STAREP, CFRR, and PULSAR programs, all of which are implemented by the World Bank.
He is also a member of the Board of the Chamber of Auditors and Expert Accountants of Armenia and was previously its president. He carried out foundational work for the creation and establishment of the Chamber.
