Vigen Yeghoyan
Vigen Yeghoyan is one of the founding shareholders of "PHP Partners" CJSC and heads the accounting and tax services.
Prior to founding PHP Partners CJSC, Mr. Yeghoyan worked in the accounting services department of KPMG Armenia CJSC.
Before joining KPMG Armenia CJSC, Mr. Yeghoyan worked at the General Department of Accounting and Audit Methodology of the Ministry of Finance and Economy of the Republic of Armenia. Mr. Vigen Yeghoyan actively participated in the process of developing the Accounting Standards of the Republic of Armenia (ASRAs), the chart of accounts, the templates of financial statements and other legal acts regulating accounting in Armenia. This process, in fact, laid the foundation for the adoption of the accrual basis of accounting in Armenia, both legally and institutionally.
Mr. Vigen Yeghoyan participated as an international expert in the development of the Public Sector Multidimensional Chart of Accounts within the framework of the World Bank's PULSAR program. Within this framework, international best practices were studied so that the developed chart of accounts could serve multiple reporting purposes, such as financial (IPSASs), managerial, budgeting, and statistical (GFSM 2014) purposes.
As an international expert, Mr. Vigen Yeghoyan was also involved in the review process of the state level consolidated financial statements prepared by Kazakhstan.
Mr. Vigen Yeghoyan was the main expert for all three projects within the framework of APSAS-based accounting of municipalities and supported the transition to APSAS-based accounting in 10 municipalities of Armenia. In addition, within this framework, the methodology for preparing consolidated financial statements was developed and consolidated financial statements of two municipalities were prepared, which included a virtual institutional unit, a non-profit organization and the staff of the municipality.
Mr. Vigen Yeghoyan served as a World Bank consultant under the Public Sector Accounting Reform Capacity Building Project in the Kyrgyz Republic and provided technical assistance to the Government of the Kyrgyz Republic to understand the gaps in the accounting and financial reporting framework and the actual practice of IPSASs.
As an international expert, he participated in the transition of Barki-Tajik (a state-owned open joint-stock company producing and distributing electricity) to IFRS within the framework of the Financial Management Improvement Project implemented by the World Bank in the Republic of Tajikistan.
Mr. Vigen Yeghoyan has participated in working discussions within the framework of STAREP, CFRR, and PULSAR programs implemented by the World Bank many times.
Mr. Yeghoyan has also conducted a number of training courses on the Chart of Accounts, IFRSs, IPSASs, and APSAS.
